Hangzhou published a bulletin on 18 August about an assault reported to its police. Two men have been placed in criminal detention and both have been removed from their jobs.

The bulletin sets out the sequence. Police received a report from a member of the public that they had suffered unlawful harm. Because a public official was implicated in a breach of discipline and of the law, the city's party committee and government set up an investigation and disposal group. That group's account is that on the evening of 26 July two men, after a meal, committed what the bulletin calls forcible indecency against the victim during time at a KTV parlour, and that one of them pushed the victim over, injuring their lower back. The victim is being treated in hospital. A judicial appraisal body has made a preliminary assessment of the injury at the second of the graded degrees of minor injury.

Both men are named only by surname and one character, in the form Chinese official notices use for criminal suspects. One is described as a senior executive at a company; the other as a public official in Hangzhou's Binjiang district. Police have detained both and say the investigation continues. The official has been removed from his post and the executive has been removed by his employer. The discipline inspection and supervision organs say they have received the case leads and will pursue them.

The bulletin does not name the company. Chinese outlets reporting around it have gone further and identified a property developer's regional unit, but that identification is theirs and not the city's.
