The President's House in Delhi issued a routine notice on 21 August and withdrew it about an hour later, and the reason it had to be withdrawn was a single clause inside it. The notice, headed "No Change of Guard Ceremony this Saturday", said the Saturday ceremony in the forecourt of Rashtrapati Bhavan would not take place "due to the full rehearsal for the ceremonial welcome of the Prime Minister of Bangladesh". The replacement, sent shortly after, said only that the earlier release stood withdrawn. Both carried the name of the Deputy Press Secretary to the President, Navika Kumar. The Tribune, which timed them to the minute, puts the first at 2.13pm and the retraction at 3.28pm.

The problem was that no such visit had been announced. Bangladesh's Prime Minister, Tarique Rahman, has not been to India since taking office, and neither Delhi nor Dhaka had said he was coming. The Tribune reports that Rashtrapati Bhavan pulled the notice after the Ministry of External Affairs flagged it, given that the visit was not confirmed; the Indian Express notes only that the absence of any announcement is what likely prompted the recall.

The mechanics explain how a scheduling notice ends up carrying a diplomatic claim. Under protocol, the ceremonial division of Rashtrapati Bhavan issues public notices when a customary event changes, including the Change of Guard held every Saturday, and passes them to the press section for release. That drill was followed here. The Tribune adds that such notices have in the past linked cancellations to forthcoming state visits by foreign leaders — so the wording was a habit, not an invention. What is not clear, it writes, is how the ceremonial division came to have the Bangladesh part wrong.

The rehearsal reference is what makes the notice specific rather than vague. A visiting head of government on a state visit gets a ceremonial welcome in the forecourt — a tri-services guard of honour, the two national anthems, introductions by the President and the Prime Minister, and a dinner afterwards — and a full dress rehearsal is held the day before. The Indian Express writes that the visit the notice referred to was believed to begin the following day.

Behind that is a relationship that has not settled. The Tribune reports that Bangladesh is insisting on the extradition of former prime minister Sheikh Hasina before a visit can be scheduled at all.

The two accounts split along a line worth noting. The Indian Express carries the documents — both texts, the times, what a ceremonial welcome consists of. The Tribune carries the machinery: who signed the notices, which ministry stopped them, how the ceremonial division normally works, and the condition Dhaka has attached to the visit. Neither paper has the answer to the question both of them ask, which is how the sentence got written in the first place.
